A Build request does not go straight to the site. It is handed to an orchestrator, which works out which platform areas the request touches and applies the changes together. Order matters, because TAP components depend on each other. An object has to exist before a form can lay it out, and a role has to exist before a workflow transition can be restricted to it. Requests that span several areas are therefore applied as a set rather than one edit at a time.
